Senior Business Analyst, Projects - Job Role & Responsibilities

BAE Systems, one of the world’s leaders in the defense industry, is seeking a full-time Senior Project Control Analyst based in Radford, VA or Kingsport, TN. As a Project Control Analyst, you will support the Ordnance Systems Inc. (OSI) business’s Modernization portfolio, which includes a variety of construction, sustainment, and retrofit projects. Serving as a member of the Program Management Office (PMO) under oversight of the Project Control Manager, you will support the group and management in the planning, tracking, analysis, and reporting of projects of varying contract type, size, and complexity.

As a Senior Project Control Analyst, you will take the lead in the development, creation, maintenance, and tracking of Work Breakdown Structures (WBS) and Performance Measurement Baselines (PMB). You will monitor and reconcile all costs against project budgets, track cost and schedule performance, conduct estimate at complete (EAC) forecasts, and provide insight into variances that may arise, recommend, and implement necessary corrective actions. You will assist the PMO in data collection and analysis efforts and assist the Project Control team in their reporting duties.

A Successful Candidate's Responsibilities Include

  • Directly supporting the Program Management Office to support the project management lifecycle, including project setup, monitoring, reporting, and closeout duties.
  • Creating Work Breakdown Structures (WBS) and charging infrastructure.
  • Developing project baseline budgets within the allotted contract funding.
  • Coordinating with project managers and technical leads to develop resource forecasts and contingency plans for resource loading in the Integrated Program Manager (IPM) tool.
  • Develop and process Baseline Change Requests (BCRs) for various cost and schedule changes as required by contract modifications and change orders.
  • Monitor, analyze, and audit all direct charges against project budgets. Coordinate with accounts payable to initiate corrections.
  • Create and distribute labor charging guidance to project team members.
  • Monitor cost and schedule performance against project baselines using Earned Value Management System (EVMS) techniques.
  • Generate monthly Estimates at Complete (EAC) and create monthly reports based on your analyses using MS Excel, PowerPoint, Integrated Program Manager, Power BI, and other tools.
  • Track and monitor labor utilization rates across the modernization project portfolio.
  • Coordinate with finance and senior leadership in support of cost, sales, and other target goals of the Modernization group.

Required Education, Experience, & Skills:

  • Bachelor's Degree and 6 years of experience or equivalent experience
  • Experience in financial-focused Program/Project Control
  • Experience in Business/Financial Analysis, Forecasting, Planning
  • Experience in Program/Project Management: Scheduling, Costing, Budgeting, Estimating, Monitoring
  • Knowledge of Earned Value Management Systems (EVMS)
  • Ability to identify and analyze cost variances
  • Ability to prepare periodic performance reports on medium to large projects
  • Skills in Data Analytics, Reporting, and Database Cost Collection and/or ERP Systems
  • Advanced proficiency in Microsoft Office applications with primary focus in MS Excel
  • Self-starter, motivated thought leader with a drive toward attention to detail and continuous process improvement
  • Strong attention to detail
  • Excellent collaboration and communication skills

Preferred Education, Experience, and Skills:

  • Graduate degree a plus
  • PMI Certification a plus
  • Experience in Modernization/Construction a plus
  • Experience in Power BI/Power Query a plus
  • Expert-level proficiency in Excel a plus

Full-Time Salary Range: $69500 - $118200
