Senior Business Analyst - Job Role & Responsibilities

The Senior Business Analyst is responsible for optimizing the accessibility and use of data to improve the performance of the CoC’s homeless response system. This position supports all Housing Forward teams to move data into action by leading the development of data visualization and performance management tools, conducting ad-hoc reporting, and supporting interpretation and use of data so the information can be leveraged in CoC-wide planning and strategy design.

ESSENTIAL RESPONSIBILITIES AND RESPONISBLITIES:

Under the supervision of the Chief Program Officer, and with guidance from the Director of Data Management and Reporting, the Senior Business Analyst will perform the following responsibilities.

Manage, analyze, and translate performance data for strategic decision making and system planning:

  • Maintain expert knowledge of federal and local system performance measure specifications, as well as limitations of available data.
  • Assemble, analyze, and communicate with partners about data reports, trends, and performance.
  • Lead analysis and reporting of performance data in partnership with Performance Management team, including equity impact analysis.
  • Provide strategic guidance on data findings; support data interpretation and translation for use in CoC-wide planning and strategy design, including CoC gaps analysis and system modeling.
  • Provide data related coaching, training, and technical assistance to internal and external stakeholders and help cultivate a culture of performance and data driven decision making.

Develop and manage data visualization and performance management tools:

  • Work with internal and external partners to identify, define, spec, and implement technical solutions to support effective system management (e.g., data visualizations, reports, HMIS or data warehouse workflows, performance management tools)
  • Design performance management tools to support day to day system management and performance monitoring.
  • Lead project management throughout all phases of the development and implementation of new tools and process improvements related to data management and reporting.
  • Create, maintain, and customize data dashboards and data visualizations, in partnership with Housing Forward vendors.

Conduct ad-hoc reporting.

  • Develop programming specifications to analyze and generate reports from HMIS and data warehouse.
  • Work with internal and external partners to define business requirements for reports to meet user needs.
  • Define acceptance criteria for all reports produced by external vendors and ensure programming code/reports meet acceptance criteria using systematic testing procedures.
  • Lead management, reporting, and data interpretation for ad hoc data requests, in accordance with sound data integrity and data release practices.
  • Maintain reporting glossary and repository of published reports and ad hoc data requests to ensure consistent data release over time.
  • Other duties as assigned.

KNOWLEDGE AND SKILLS:

  • Strong logic, problem-solving, critical thinking, and critical inquiry skills.
  • Strong project management skills and ability to manage multiple work assignments and timelines.
  • Highly detail oriented.
  • Ability to manage and analyze data sets.
  • Ability to query data using SQL and other analysis tools.
  • Ability to present, interpret, discuss, and write about conclusions, inferences, and results gained from data.
  • Ability to report on data in a timely manner and prioritize projects and timelines.
  • Strong skills in supporting a team culture and collaborative culture.
  • Creativity, initiative, and flexibility in decision-making.
  • Advanced Microsoft Excel (crosstabs, pivots, formulas)
  • Knowledge of Tableau or other data visualization tools.

REQUIREMENTS:

  • 5 years’ experience in data science and data analytics or related field preferred. Education in computer science or related field preferred.
  • Familiarity with Homeless Management Information Systems (HMIS) preferred.
  • Must have reliable transportation, valid state issued driver’s license and car insurance. Please note that travel is required on a limited basis.
  • Limited requirements, must be able to maintain files and lift objects that weigh up to 25 lbs.

WORK SCHEDULE:

  • Housing Forward considers normal hours of operation Monday – Friday from 8:00am-5:00pm. Some night and weekend meetings might be required to meet the need of partner agencies or to represent Housing Forward at community meetings.
  • Successful applicant may reside anywhere in the United States and work remotely. Employee must be able to travel to Dallas, TX once a quarter.
